Dawn Tong

Dawn Tong has been a driving force in the location-based entertainment industry since 2001, with expertise spanning theme parks, water parks, surf venues, museums, hotels, retail developments, casinos, and IP licensing. Having lived extensively in both China and the United States, Dawn is fully bilingual in Mandarin and English and possesses a nuanced understanding of the cultural and business dynamics between East and West.
In 2007, Dawn founded 321 Experience Consulting LLC, dedicating herself to supporting attraction developers across the Asia-Pacific region, particularly Greater China. She advises on the design, production, and realization of attractions, ensuring developers achieve their vision while incorporating world-class services, products, and industry standards. Beyond consulting, Dawn has been a champion for the unique needs of Chinese attractions, playing a key role in the internationalization of the Chinese location-based entertainment industry. She is also a passionate advocate for sustainability and ethical business practices.
From 2010 to 2025, 321 partnered with WhiteWater, one of the world’s largest suppliers to the water park and attractions industry. During this period, Dawn served as Senior Vice President of Business Development for Greater China and Mongolia, contributing to the success of over 100 landmark projects. Notable projects include Shanghai SnowStar Waterpark, Hong Kong Ocean Park Water World, Macau Studio City Water Park, OCT Playa Maya Waterparks across China, Fushun Hotgo Bali Water World, Zhejiang Lishui Grand Sight Adventure Island Waterpark, Chengdu Paradise Island, Yinji Xinmi Happy Oceans Waterpark, and numerous Sunac Water Parks across China.
Prior to founding 321, Dawn served as Marketing Director of Asia for Jack Rouse Associates, a globally renowned attraction design and production company based in Cincinnati, Ohio.
Dawn holds a B.A. in International Business from Southwest University of Finance and Economics in China and an M.A. in Communications from the University of Cincinnati, reflecting her strong foundation in both business and cross-cultural communication.

Bill Singer
CFO and Co-founder

Bill is a highly accomplished and versatile professional with deep expertise in both accounting and business management, making him an invaluable asset to 321 Experience Consulting LLC. As Chief Financial Officer, he oversees all financial aspects of 321, from strategic financial planning to day-to-day operations.
After earning degrees in Accounting and Finance from the University of Cincinnati, Bill began his career at Price Waterhouse Coopers in Cincinnati, Ohio. There, he specialized in accounting, auditing, and research and development tax credit studies for major corporations, including Caterpillar, Procter & Gamble, and Ford Motor Company, which helped him develop expertise in complex financial analysis and strategic planning.
Bill later ran several medium to small businesses in the construction industry, holding roles as business owner, operations manager, project manager, and business developer, which broadened his hands-on experience across multiple facets of business operations.
In 2007, after a decade in construction, Bill refocused on financial leadership, obtaining his CPA certification and joining 321 Experience Consulting. He brings a unique blend of operational expertise, strategic vision, and entrepreneurial experience to drive the company’s success.
